From Neversummer 4 Wiki

The Toolset is part of Neverwinter Nights, and may be used by anyone to create their own campaign or adventure. Neversummer, like all the other servers, has created the world of Aetheria through the Toolset.

The Toolset may be accessed by the menu that opens when you start up the game. It is the button below 'Play', and will open up a window. This window is the Toolset, which contains lots and lots of tools to create your own scripts, areas, creatures, items, etc. There are many, many things to learn on the Toolset and there is not much of a help page from Bioware.

First off, you must create a module. Upon creating a module, you must create an area for your module. This part is relatively simple due to the instructions given by the Wizard. You can choose what type of area you want from a Castle Interior to the Underdark. Once you have chosen your area you may insert anything you wish, but first you might want to choose where the player will spawn upon playing the module. After this you may insert NPCs, change the terrain around, and plenty of other things. You may customize monsters to a very fine detail with access to their inventory, feats, skills, class, and many other categories.

The hard part of using the Toolset is scripting, and upon learning this you will have sympathy for Zing. Scripting includes basically everything from plot conversations, simple movements of NPCs, item generation, and many more. There are many Functions and Constants you may use to make something you want. Of course, to get the script to actually function you must compile it. Theres a simple button in the left-hand corner the screen that will compile it for you, but its not that easy. A lot of times it will spot errors and be picky, which is good in some cases so you know that the script will work. But sometimes it will go screwy, as everything does. I can not help you there, but wish you good luck. Once you learn the tricks of scripting you can basically do anything (though it may be time-consuming) you want with your module. Scripts are the basis of your module, love them and hate them.

Anyone who might now a few tricks about scripting may add in a few pointers.
